The Honorable Jennifer D. Bailey Receives Master of Laws in Judicial Studies Degree from Duke University

The Honorable Jennifer D. Bailey, administrative judge of the Circuit Civil Division, graduated on May 12, 2018, from the Duke University School of Law with a Master of Laws in Judicial Studies degree. Judge Bailey’s master’s thesis centered on the study of the judiciary as an institution. She conducted an empirical analysis of judicial attitudes about civil case management by surveying more than 300 Florida judges and conducting more than 20 comprehensive judicial interviews.

 

During her tenure as administrative judge of the Civil Division, Judge Bailey has spearheaded multiple efforts to increase access to the courts and reduce delays in civil litigation through the use of technology and procedural innovations as well as active case management.

 

She coordinated the civil courts’ response to the foreclosure crisis that began in 2008 via case management processes that helped resolve foreclosure cases in a timely manner while protecting litigants’ rights, and in 2017, Judge Bailey spearheaded the launch of a Civil Justice Initiative demonstration project in the Eleventh Judicial Circuit that focused on the effects of active case management on the timely and cost-effective resolution of civil cases.
